Joint Statement on EPBD Transposition: Giving the Buildings Sector the Certainty to Invest 

The European Building Automation and Controls Association (eu.bac) and the European Alliance to Save Energy have coordinated a joint statement with 27 European Organisations welcoming the European Commission’s decision to follow up on the transposition of the revised Energy Performance of Buildings Directive. 

The message is clear: companies, investors, installers, engineers, building owners and public authorities need certainty to invest in the measures that will deliver lower energy bills, strengthened energy security, improved indoor environmental quality and comfort and a strong European clean technology market. 

The Commission’s call on the 27 Member States 

On 15 July, the European Commission acted on the missed EPBD transposition deadline. All 27 EU Member States received letters of formal notice for failing to fully transpose the recast EPBD. Industry and civil society stakeholders agree that this action is essential to uphold the credibility of EU building policy and ensure that the agreed requirements are implemented effectively.  

Many building owners and market actors have already made, or are preparing, investments based on the EPBD framework. Delayed or incomplete transposition means uneven rules across Europe, uncertainty for industry and slower investment in better-performing buildings. Without clear and consistent implementation, it becomes harder to plan investments, develop solutions, train professionals and scale up delivery across Member States. 

Member States now have two months to respond, complete transposition and notify the Commission. In their joint statement, the 27 organisations commit to support the Commission and Member States with technical expertise, practical tools, case studies, training materials and market feedback, ensuring proper collaboration for successful implementation. 

eu.bac tools to support Member States and stakeholders 

To support practical implementation of the EPBD, eu.bac has developed guidance and tools for policymakers, authorities and market actors. 

These include: 

  • BACS Self-Declaration Template 
    A supporting document for building owners or technical experts to prepare the evidence needed for compliance verification. 
  • IEQ guidance documents  
    Joint documents developed through the Informal Indoor Environmental Quality Gathering, including a call for coherent and coordinated action on IEQ and technical guidance on best practices for enhancing IEQ in energy-efficient buildings. 
  • EPBD-relevant case studies 
    Practical examples showing how BACS can support energy efficiency, better building operation and improved indoor environmental quality.
