Launch of the eu.bac Guidelines for the Transposition of the New Energy Performance of Buildings Directive
On February 24th, eu.bac launched its latest publication, the eu.bac Guidelines for the Transposition of the New Energy Performance of Buildings Directive in Member States.
The revised Energy Performance of Buildings Directive (EPBD) is a pivotal regulation aimed at enhancing the sustainability and energy efficiency of Europe’s building stock. The directive introduces a comprehensive set of provisions focused on leveraging advanced building technologies to optimize energy use, improve indoor environmental quality (IEQ), and support the EU’s decarbonisation and climate objectives. Ahead of the transposition deadline of 29 May 2026, the European Commission has published its own guidelines to support the implementation of the recast EPBD.
Central to the EPBD is the integration of smart building solutions, including Building Automation and Control Systems (BACS), hydronic balancing, and self-regulating devices. BACS assume a pivotal role in supporting Member States in meeting the established Minimum Energy Performance Standards (MEPS) with proven cost-efficiency – see the recent study by Politecnico di Milano Energy & Strategy – POLIMI School of Management for more information.
eu.bac has supported the transposition and implementation of the recast EPBD through its BACS compliance verification checklist, and is now proud to launch a guideline document focusing on the BACS provisions of the directive.


This guideline document thoroughly explore these provisions from an industry perspective, offering insights to support the effective transposition and implementation of the EPBD across Member States. It addresses key areas such as mandatory BACS for non-residential buildings, the introduction of smart readiness functionality, and the prioritization of IEQ to ensure occupant well-being. The guidelines also emphasize the importance of optimizing energy performance through technical building systems while minimising operational costs and enhancing sustainability.
