eu.bac guidelines for the transposition of the revised EPBD

Today eu.bac – the European Building Automation and Controls Association – is publishing its Guidelines for the transposition of the new Energy Performance of Buildings Directive (EPBD) in Member States.

The new Directive must be transposed into national legislation by 10 March 2020 by Member States and will deliver several key new elements, including:

–        Roll-out, by 2025, of building automation and control functionalities in large non-residential buildings to ensure optimized energy consumption and indoor comfort in real-time, year after year, saving up to 20.3 % of all EU service sector building energy consumption, with returns 9 times higher than investments;

–        Incentives to building automation and control functionalities as the most cost-effective approach for maintaining performance of heating and air-conditioning systems in residential buildings, with returns 9 times higher than investments and annual energy savings up to 23.4% of residential building energy consumption (optimal scenario);

–        Roll-out of individual room temperature control functionality, putting people in control of their energy bills and indoor comfort, and delivering annual energy savings of up to 160 TWh, 29 Mt CO2, with returns 7 times higher than investments;

–        Increased focus on performance improvements under typical, dynamically varying building operating conditions, to ensure that intended savings are achieved in practice.

These elements have the potential to address the market failures currently preventing the benefits of BACS being fully realised, and thereby achieve huge energy and CO2 savings, while empowering users to enhance their comfort and health.

In order to achieve this potential, it is essential that all policymakers are aware of what is at stake while, at the same time, knowing how to smoothly transpose and implement the new requirements that may look challenging at a first glance.

The aim of the eu.bac guidelines is exactly this: to provide technical guidance to all the stakeholders involved in the transposition process, in order to turn words into concrete actions.
