Building Automation for Better Performance: Delivering the EPBD in a Changing Climate

This workshop, hosted by eu.bac and REHVA, is part of the European Energy Efficiency Day (15 October), co-organised by DG ENER and EU-ASE.

Context

The recast Energy Performance of Buildings Directive (EPBD) has shifted the focus of EU buildings policy from legislation to implementation. Member States are now working through how the new requirements can be transposed, applied, verified and enforced in practice.

For Article 13 on technical building systems, a number of concrete questions remain open. These include how to implement the requirements on building automation and control systems (BACS), system optimisation, interoperability, self-regulating devices, monitoring, hydronic balancing and Indoor Environmental Quality (IEQ), as well as how compliance can be demonstrated without creating unnecessary administrative burden.

At the same time, implementation is taking place in a changing climate. More frequent heatwaves, rising overheating risks, pressure on electricity grids and growing expectations on occupant comfort and wellbeing make it necessary to consider how practical EPBD implementation can also support more resilient, high-performing buildings. This includes better use of smart technical building systems, passive and automated solutions, solar shading, lighting controls and other scalable approaches that can improve energy performance, thermal and visual comfort, and climate resilience.

The session will provide a focused setting for Member States, EU institutions, industry and technical experts to exchange on the practical implementation of the EPBD, with a particular focus on Article 13. Rather than revisiting the general case for smart and high-performing buildings, the discussion will concentrate on concrete implementation questions, practical support needs and possible follow-up actions that can help ensure the Directive delivers in practice.
